Cloudiness

It appears that the majority of observations in the sample were either extreme Cloudiness (ex. 100%) or no cloudiness (ex. 0%). There is not a clear relationship, but the data itself may be bad, inaccurate, or subject to a questionnaire (ex. from someone who lives in the city chosen), as opposed to actual % of cloudiness.
